JOB ANNOUNCEMENT (PROCUREMENT EXPERT)
Position Summary:
We are seeking a meticulous and analytical “Procurement Expert” to join our EU-funded project implemented by the Ministry of Health of the Republic of Türkiye.
The role holder will be responsible for ensuring that all procurement of goods, services, and works under the project are carried out in full compliance with EU rules and national regulations.
Duties and Responsibilities:
- Conduct procurement activities in accordance with the EU PRAG rules and relevant national procedures,
- Prepare tender dossiers, technical specifications, evaluation reports, and contracts in line with PRAG rules and other applicable legislation, in coordination with the relevant public officials, ensuring timely and complete documentation,
- Conduct timely market research, verify the quality and consistency of tender documents, and identify suitable suppliers and service providers,
- Ensure that procurement processes are carried out in a timely, transparent, and competitive manner,
- Manage contracts, monitor deliveries, and maintain proper documentation and archiving,
- Ensure effective coordination with the EU Delegation and the project implementation team,
- Maintain accurate procurement records and support the EU Monitoring and Reporting Expert in preparing periodic reports on procurement activities,
- Participate in evaluation or other committees established within the project when required,
- Perform any other duties as assigned by the Project Management or the Contracting Authority.
Required Qualifications:
· Turkish citizenship,
· Bachelor’s degree,
· Minimum 5 years of professional experience in procurement, tendering, or supply chain management,
· Proven experience in procurement processes within EU-funded or similar international projects,
· Sound knowledge of EU PRAG rules and procedures,
· Experience in preparing market research reports, tender dossiers, technical specifications, evaluation reports, and contracts,
· Excellent command of English (both written and spoken),
· Proficiency in MS Office applications (especially Excel, Word, Outlook),
· Strong attention to detail, ethical conduct, organizational skills, and teamwork orientation,
· No restrictions preventing employment in public institutions.
Preferred Qualifications:
· Master’s degree in a relevant field,
· Active involvement in EU-funded projects (e.g., IPA, Erasmus+, Horizon),
· Familiarity with Public Procurement Law No. 4734 and Contract Law No. 4735,
· Experience working with both local and international suppliers,
· Knowledge of EU Project Cycle Management (PCM) processes,
· Understanding of Public Financial Management Law No. 5018,
· For male candidates: military service must be completed or exempt.
