EU EXPERT

Position Summary:

We are seeking an "EU Expert," who is familiar with European Union legislation and project processes, to join our EU-funded project implemented by the Ministry of Health of the Republic of Türkiye.

The role holder will be responsible for ensuring that all tasks, procedures, and correspondences within the scope of the Project are carried out in compliance with EU rules and national regulations.


Duties and Responsibilities:

  • Conduct activities in accordance with the EU legislation and relevant national procedures,
  • Ensure coordination between the EU Delegation and the Project Implementation Team,
  • Conduct analyses and assessments on Project-relevant areas according to the latest EU policy documents,
  • Ensure correspondences between the EU and Project Implementation Team,
  • Prepare technical reports (narrative, financial reports and addenda etc.), policy notes, progress reports and other project documentation,
  • Ensure the coordination between the internal units and international stakeholders, and provide technical to meetings and working groups,
  • Provide support for project implementation, monitoring, and evaluation processes; contribute to regulatory compliance and policy development efforts,
  • Coordinate the tasks and procedures relevant to audit processes with the Project's technical team,
  •  Participate, when required, in committees established for the purposes of the Project,
  • Perform any other duties as assigned by the Administration.


Required Qualifications:

Education: 

  • Bachelor's Degree.

Work Experience:

  • Minimum 8 years of professional experience in EU-funded projects,
  • Experience in EU Acquis,
  • Experience in Project Management / Reporting / Finance / Procurement and/or policy evaluation.

Technical Competencies:

  • Ability to prepare project documentation, technical reports, and/or policy papers.

Foreign Languages: 

  • Excellent command of English (written and spoken).

Computer Skills:

  • Proficiency in MS Office applications (specifically in Excel, Word, Outlook).

Other Main Qualifications:

  • Turkish citizenship,
  • No restrictions preventing employment in public institutions,
  • Attention to details, organisational skills, commitment to ethical principles, and teamwork orientation,
  • Analytical thinking and strong research skills,
  • Strong written and verbal communication skills,
  • Attention to details and systematic work habit, 
  • Ability to coordinate in multistakeholder environments,
  • Time management skills and a disciplined approach to reporting, 
  • Ability to work in an international setting.


Preferred Qualifications:

  • Master's / Bachelor's Degree in Law, International Relations, Political Science, Public Administration, Business Management or relevant departments,
  • Master's Degree in EU Law, European Studies or Policies,
  •  Ability to perform translation and interpretation (simultaneous & consecutive) when needed (English),
  • For male candidates: military service must be completed or exempt.
  • Experience in working with international organisations,
  • Knowledge of specific chapters of EU Acquis (e.g., health, social policies, public administration etc.),
  • Knowledge of and experience in procurement/tendering of goods and services according to PRAG (Practical Guide) rules.
  • Relevant work experience within public institutions.

Working Conditions:

  • End of Project/Contract Duration:  31 December 2026 
  • Working Modality: Full-time, office-based
  • Duty Station: Ankara – Ministry of Health, Bilkent Campus
  • Contract Type: Consultancy Service Contract
