MONITORING AND EVALUATION EXPERT

Job Purpose: 

SIHHAT Project is mainly operating healthcare services for migrants in 32 provinces around Türkiye. The main purpose of this role is to monitor results-based, evaluate and analyse the project progress in line with the project requirements. The role holder is expected to prepare the monthly, quarterly, annual and final reports of the progress, issues and current status of the project and; present them to the relevant instutitions and superiors in the specified formats.

Contract: 

Consultancy Service Procurement Agreement - Fixed Term (The appointed candidate must not be officially contracted as the civil servant to sign the contract.)

Main Duties and Responsibilities:

  • Takes part in the monitoring and evaluation activities of the project in cooperation with Field Observers, other Monitoring and Evaluation Expert and Project Assistants with the coordination of the M&E Deputy Director.
  • Follows the project indicators in cooperation with the relevant departments of the Ministry of Health.
  • Ensures that the English versions of all types of reports (monthly reports, quarterly reports, quarterly sector reports, interim reports and final reports), that are required to be prepared within the scope of the project, are prepared in accordance with the EU reporting format, Facility Results Framework and the logical framework of the project in cooperation with the relevant experts.
  • Reviews and updates the prepared reports regularly, makes the risk assessments; and, informs the administration about taking the necessary/further actions if and where needed.
  •  Works cooperatively with the relevant Experts in the Project Management Team and ensures that the reports in the other departments are prepared in accordance with the EU reporting format.
  • Takes part in commissions formed within the scope of the project for specific works and operations.
    Performs other duties required by the Administration.

Required Skills and Competencies:

Education

  • Bachelor’s degree in Social Sciences, Economics, Statistics, Development Studies, or a related field

Professional Experience

  • Minimum 8 years of general professional experience in national and/or international projects (including EU-funded programmes),
  • At least 2 years of specific experience in Monitoring & Evaluation (M&E)

Technical Skills

  • Strong understanding of M&E methodologies and tools 
  • Experience in both qualitative and quantitative data analysis 

Language Skills

  • Excellent command of English (written and spoken) 

Computer Skills

  • Proficiency in MS Office applications
  • Ability to manage databases and reporting systems

Preferred Qualifications:

  • Certification in Monitoring & Evaluation (M&E) or a related field 
  • Experience in migration, social cohesion, or development projects 
  • Strong reporting and analytical skills
  • Master's Degree,
  • For male candidates: military service must be completed or exempt.
  • Experience in working with international organisations,
  • Knowledge of Practical Guide (PRAG) rules and EU Communication and Visibility Rules,
  • Relevant work experience within public institutions.
